Chelsea 'lining up' formal approach, opening bid for Garnacho — reports

There's been a whole lot of noise around Chelsea's reported interest in Alejandro Garnacho, though it should be noted that even after today's flurry of rumors, there is still nothing actually concrete in this, not even an actual bid. We might be interested, and we probably are, but we are interested in many things.
That said, we are supposedly "lining up" said opening bid, and according to The Telegraph, are "likely" to actually make it as well. Fabrizio Romano's getting even more mileage out of this, but even his series of tweets can only conclude that a "formal bid" is still just set to follow — presumably soon.
Neither report talks about how much we are willing to actually bid. Romano claims that Manchester United want €70m, contrary to earlier rumors, which claimed that United had dropped those demands. Still, they couldn't agree with Napoli.
The Telegraph's report says that Chelsea will have to "stump up more than £50m" for the 20-year-old, though with no other team seemingly in the running, surely we could (should) negotiate a more favorable price if we're so insistent on adding yet another random piece to the puzzle.
