Man City v Premier League: Stefan Borson reacts to 'surprising' new twist

Manchester City and the Premier League have been waiting a "surprising" amount of time to receive answers to their follow-up questions in their associated party transactions (APT) case.

That is the view of former Man City financial adviser Stefan Borson, who exclusively told Football Insider he thought the panel would provide its answers in a relatively short timescale.

Man City took legal action against the Premier League regarding the APT rules at an arbitration hearing in June, with two aspects of the regulations deemed unlawful when the panel published its findings in October.

The Premier League issued proposed amendments in early November that were approved by the top-flight clubs at a meeting in London later that month.

The Times reported on 9 January the tribunal in the APT case is sitting at the end of January to make a final ruling on whether the rules should be regarded as void.

"It's a little difficult to understand how that might work," Borson told Football Insider.

"There could be a hearing scheduled for the end of this month, in which case there would then be another delay before we get a decision from that follow-on hearing.

"It's very unlikely there is going to be a hearing and they are immediately going to give their decision, so I am a bit confused about that.

"The other alternative is that the parties some time ago, maybe in December, sent in some written submissions on the outstanding points and the panel has said that they will give their view at the end of January.

"But that probably wouldn't be another hearing. That would just be an issue of a decision in writing, so I don't know. Those are the possibilities.

"If you go back, the Aston Villa letter to all the other Premier League teams said 'Why don't we just wait because it's only going to be up to 90 days?' I think 90 days probably would have taken it up to the end of January.

"It's taken a surprising amount of time for the follow-on stuff. We have talked a lot about the amount of time it takes to get a decision out of these sorts of hearings.

"I would have envisaged that the follow-on stuff on the APT because it was such an extensive decision from the original hearing would have been answered in quite a short timescale.

"But that has obviously not turned out to be the case."
