Borussia Dortmund submit official loan offer for Renato Veiga — report

The story out of Germany this evening (Thursday) is that Borussia Dortmund have gone ahead and submitted an "official" loan offer for Renato Veiga, which includes a buy-option as well. The rumor does not specify how big of a fee that option might entail.
Veiga, who's looking for not only more playing time but more playing time at center back, may or may not be looking to leave Chelsea for good to get that so soon after arriving, but he definitely appears to be interested in a loan at the very least.
On the other hand, Chelsea seem more clear in our stance, and would reportedly only seriously consider actual transfer offers that meet our valuation of at least £20m. If BVB's offer is only of a buy-option, rather than an obligation, it surely doesn't meet our conditions.
The report claims that negotiations are ongoing and we're currently "evaluating" the offer.
